A particular compilation of curl that Pierre found (I think NSS is being used
instead of OpenSSL) will not accept multiple certificates in the chain with the
same serial number and CA.

(curl is used by the context agent to make HTTPS calls)

The fix is to have the broker populate the VMs with a cert that has a different
serial number.
