Fix committed to trunk and 4.2 branch: stack trace is printed only when -debug
is used.

Fix merged to 4.0.x branch also: added command line option -v and stack trace
is printed only if that option is used.

Any client that was using DelegationUtil API will not see error traces with
exceptions any more.
