VDT has a patch
(http://vdt.cs.wisc.edu/patches/1.10.1/096__condor_in_x509_proxy.diff) for
condor.pm which tells condor about the job proxy cert so that it can be put in
the job environment. We should apply this.

The patches for these are committed to 4.2 branch and trunk.
