When a signing policy ends with whitespace, the parser fails, sometimes
crashing, sometimes returning a policy validation error. this was introduced
with the fix for bug #5637 so it affects 4.0.x and 4.2.0.

Fix committed to 4.2 (for 4.2.1) and 4.0 branches (for 4.0.8) and trunk.
