This is a patch developed by David Smith at CERN. It fixes a race condition in 
the job manager. I don't completely understand the fix, but it has been tested 
as part of the VDT. David can provide more details on why it is an appropriate 
fix, if it isn't obvious to the person who applies the patch. 

I will attach the patch separately.

What state change were you seeing that was causing the problems? I'm wondering 
if some of the other staging states might also require updates.
